Prevention means using fewer chemicals and fertilizers (farmers and gardeners), replacing old leaky chemical storage tanks (gasoline and others), developing tough new legislation on the handling of toxic materials (such as mine tailings), containing the spread of chemicals thru household septic systems, and imposing strict zoning bylaws over important aquifers.
